Community Reception with new City Manager Finalists

The City of Glenwood Springs announces three finalists to be considered for the City Manager position. The finalists are Doug Gerber, Dr. Beverli Marshall, and Rachel Oys. 

The public is invited to a community reception with the candidates on Thursday, January 5 from 6-7:30 p.m. at the Glenwood Springs Community Center (100 Wulfsohn Rd.) for an opportunity to meet the finalists and ask questions in a casual setting. Attendees will also be able to share feedback on the finalists with city council. Light refreshments will be served. The City Manager is appointed by the City Council and is responsible for the day-to-day operations and administration of the City. Following the interview process, City Council anticipates formally appointing the new City Manager in January.

The executive search firm of KRW Associates was engaged by the City to conduct a nationwide search for the new City Manager. This second round search attracted 31 applicants from across the country that were narrowed to the three finalists selected. 

Glenwood Springs City Manager Finalists

Doug Gerber – Silver Lake, Kansas

Doug Gerber currently serves as a client manager with the JEO Consulting Group coordinating with municipalities across Kansas. He previously served with the Governor’s Office of Recovery with the State of Kansas, various cities in Kansas including Topeka, Goodland, Beloit, and Manhattan, and Kent County, Michigan. Gerber holds a Master of Public Administration from Kansas State University and a Bachelor of Arts in Political Science from Kansas State University.

Dr. Beverli Marshall – La Quinta, California

Dr. Beverli Marshall currently serves as the general manager for the Valley Sanitary District in Indio, California. She has 25 years of experience working for local government agencies, working previously with wastewater organizations, the City of Orinda, CA, the City of Berkley, CA and the San Francisco Housing Authority. Marshall holds a Doctor of Business Administration from Alliant International University, a Master of Public Administration from the University of Alaska, a Bachelor of Arts in Sociology from California State University, and is recognized as a Credentialed Manager by the International City/County Manager Association.

Rachel Oys – Eagle, Colorado

Rachel Oys currently serves as an organizational development consultant for governments and nonprofits. She has previously worked with the Cordillera Metro District, Eagle County, LiveWell Colorado, and the Colorado Department of Public Health. Oys holds a Juris Doctorate, a Master of Public Policy and a Bachelor of Arts from the University of Denver.
