South Midland rock scaling scheduled for Feb. 23 and 24
Plan for 20-minute traffic holds and travel delays
GLENWOOD SPRINGS, CO – On February 23 and 24, South Midland construction crews will complete rock scaling operations along South Midland Avenue. This work will occur between 9 a.m. – 3 p.m. on Tuesday and between 9 a.m. – 2 p.m. on Wednesday. For safety, intermittent traffic holds for both directions of traffic will be required. After loose rocks are dislodged from the slope, rocks will be removed from the roadway before alternating one-way traffic resumes.
Most holds will be approximately 20 minutes, but the holds may be longer in the event of large-scale rocks. Motorists should plan for longer wait times, at least 20 minutes during work hours. After rock scaling operations are complete, crews will begin hanging the cable netting in early March.
“Thank you to everyone for your patience during this work and please note that it may take time for traffic to clear after each hold,” said Ryan Johnson. “Rock scaling and cable mesh are each important elements to the project’s rockfall mitigation improvements and help keep South Midland moving by adding slope stability to minimize future rockfall events.”
To maximize efficiency, project crews plan to begin working regularly on Saturdays and Sundays. Weekend work is anticipated to start on February 27 and continue each weekend as weather allows. Motorists should anticipate lane closures and alternating one-way traffic on Saturdays and Sundays between 7 a.m. and 7 p.m.
ROCKFALL MITIGATION
South Midland crews have completed the installation of the anchors for the wire mesh rockfall protection. In locations where soil nail walls are installed in steep cut slopes, mesh and netting will also be installed for additional rockfall protection. South Midland project crews have begun drilling for the soil nail installation. This will provide stability to the steep soil slope with bars (nails) installed into deep, pre-drilled holes and are grouted in place. Then shotcrete (concrete technique) is applied to the wall face, to further stabilize the slope.
ATKINSON TRAIL CLOSURE
On Monday, February 22, Atkinson Trail will be closed to through pedestrian and bicycle traffic all day. South Midland construction crews will close the trail for storm sewer work underneath Atkinson Trail near Hagar Lane. There will be no pedestrian access through the work area. Alternate routes are Old Cardiff Bridge Road or Midland Ave. A closure map is attached to this release.
UTILITY WORK AND NEW WATER MAIN
Crews are making good progress on the irrigation ditch line that will extend under Three Mile Road and on storm drain installation. Gould Construction is also starting water line work at Four Mile within the future roundabout area and at the Three Mile creek crossing. Crews are replacing the existing 12” water main line with a new 18” line.
This improvement is an important conveyance upgrade for the longevity of South Midland's infrastructure and helps the City ensure quality water service. The upsized line will increase capacity for meeting water service needs and adds conveyance capacity for firefighting capabilities. This line will later be connected into a new water storage tank in Cardiff.
TRAFFIC IMPACTS SUMMARY
Work hours continue to be weekdays from 7 a.m. to 8 p.m., and crews may be working in multiple locations throughout the corridor. Motorists should plan extra travel time on Midland Ave. and connecting roads. Do not attempt to pass stopped school buses. Watch carefully for children near the school bus and children crossing the roadway before proceeding.
In efforts to minimize impacts to the traveling public regular, ongoing alternating single-lane closures are permitted on Midland Ave.; Mondays, Tuesdays, Thursdays, Fridays between 9 a.m. – 3 p.m.; Wednesdays between 9 a.m. – 2 p.m.; Weekdays before 7 a.m. and after 6 p.m.; Weekends anytime as approved by the City and during peak times with prior City approval.
All construction activities and the project schedule are weather dependent and subject to change.

ABOUT THE SOUTH MIDLAND RECONSTRUCTION PROJECT
This 18-month reconstruction project will better serve the South Glenwood Springs Community for years to come. Approximately one-third of Glenwood Springs residents use the South Midland corridor and currently the Midland roadway is prone to potholes, intersections have poor site lines, the corridor experiences regular rockfall events, there are gaps in pedestrian infrastructure and traffic volumes are on the rise. Approximately one-third of Glenwood Springs residents use this corridor, so that is why it is critical to Keep South Midland Moving. Construction activities began in December 2020 and continue through summer 2022.
